At its meeting between 26 and 29 September, 2011 the CEPT project team C approved a draft ECP for an 8 kHz-wide band between 472 and 480 kHz. This draft ECP now goes to CEPT’s Conference Preparatory Group for formal ratification in November. This breakthrough, at the 11th and final meeting of the project team, occurred with the submission by the UK's Ofcom of an RSGB-drafted compromise ECP proposal supported by France and Sweden.  But the prospect of an agreed CEPT position is good progress, representing a 48 country block vote going into next year’s WRC-12. It needs to be noted that the draft ECP comes with significant caveats to avoid interference to the primary user, as well as the existing secondary user services. These are the maritime and aeronautical radionavigation services respectively. As secondary users we would also not be afforded any protection. It should be acknowledged that we have had support from a number of Region 1 national societies in getting to this position.

Updated Results: 2011 50 MHz IARU region 1 contest PDF Print E-mail

After publishing the results of 2011 50 MHz IARU region 1 contest we have received informationthat logs which were send were not in the list.After investigating the complaints it was indicated that 45 logs were lost during electronic transfer orelectronic storage.

These logs were sent again and obvious reason to make a correction to the results of the 2011 50 MHz IARU region 1 contest. Updated results are now posted.

LED lighting equipment may cause severe electromagnetic disturbances PDF Print E-mail

More an more LED lights are entering the market and are being used by radio amateur and their neighbors. There is a limit to maximum disturbance voltage on the mains port defined in EN55015, which is equivalent to the protection of EN55022, however it is not fully implemented within the EU due to a transition period of the standard.

As consequence, we can observe some LED lights causing only little trouble, others however cause a great amount of harmful interference due to mains line radiation. As worst case, we identified some LED lights which could be as far as 40 - 60 dB over the limit on some frequencies. In the following paper you can monitor some measurements [1] we have done ourselves under non emc lab conditions, however there is also an ETSI paper available [2], which addresses the problem.

We suggest to monitor the development in you country closely and make own measurements, if feasible.

Call for Political Relations Committee (PRC) Members PDF Print E-mail

As was decided in Sun City SC11_C3_Rec _03, IARU R1 will be forming a committee to be in charge for political relations under the following terms of reference:

1. That IARU Region 1 creates a permanent Political Relations Committee (PRC) consisting of members of the executive committee and Region-1 experts selected by the EC.

2. The PRC deals with relations with political and  governmental entities and related matters, with the following Terms of Reference:

i. The Region 1 Political Relations Committee, hereinafter referred to as "PRC", is an advisory body to the Executive Committee, formed according to Art. A.5 of the Constitution and Section B.3 of the Bye-Laws, It is a permanent body in the sense of B.3.10.

ii. PRC shall advise the EC on the matters relevant to monitoring of, or involvement in, works of political entities affecting the interests of the amateur radio services in any matter.

iii.  The PRC shall process material and undertake actions delegated to it by the EC. It is responsible to the EC. It is acting in consultation with other relevant Region 1 bodies, e.g. ERC, EMC Working Group, HF Committee, VHF/UHF Committee, Satellite Coordinator etc.

iv. The PRC shall consist of volunteers, persons of special knowledge from Region 1 Member Societies.

4. It is recommended that Member Societies of IARU Region 1 will inform the secretary of the EC of the names and addresses  of qualified persons in their Society who could participate in this committee (PRC).

5. The PRC Chairman should be a member of the EC.

6. The PRC takes over the tasks of the EUROCOM WG. The latter is then discontinued.

Following 2.iv an 4 of the TOF, I would kindly ask you to name persons who would like involve themselves in PRC work in next term.

Updated IARU Region 1 HF band plan 2011 PDF Print E-mail

The IARU Region 1 conference in Sun City made some changes to the Region 1 HF band plan. On 40m the CW contest preferred segment got withdrawn; four new 10m FM Repeater channels were introduced which required a shift of the 10m FM Simplex channels.

altToday EUROCOM WG (Thilo Kootz, DL9KCE, Kurt Meerkötter, DL8DMA) met MEP Birgit Sippel, the sponsor of IARU Region 1 European Parliament Expedition on Amateur Radio for a follow up talk. Mrs Sippel has posed a parliamentary question on the consequences of PLT equipment to the European Commission (See former article - link). EUROCOM WG and Mrs Sippel were both not very satisfied with the evasive answers the commission gave, and discussed today on how to proceed in making sure that especially vulnerable radio services in residential areas (like broadcast and the amateur radio service) can be protected in the future.

Depending on the progress in CENELEC standardization, Mrs Sippel whishes to support another parliamentary question to the commission, since the resource frequency is single and  irrecoverable. Therefore it needs legislative protection, which she is willing to plead for.
